Description of the problem	Horn has stopped working. Dealer is saying that the repair needed is replacement of the clock spring, which has not been replaced yet on this car, and was not part of the previous clock spring recall (15v483000). Car has had a mild scraping sound around the steering wheel since i got it at 12,500 miles, which is a known symptom of clock spring problems. Currently car has 105000 miles. The takata airbag recall service was performed very recently, within the last month. There is no error light on currently, airbag or otherwise. But i cannot pass state inspection without the horn working. Due to the original reason for the clock spring recall on this model, i am concerned that the airbag may not be working properly, and additionally, that the car is less safe for not having a horn. I was not notified to get service for the previous recall, despite having a model that was known to have problems.
