Description of the problem	Shoulder straps of passenger mid-section seats have lost tension and do not reliably retract, possibly due to extended car seat installation (britax pinnacle clicktight, was installed for prolonged period in harness mode). Lack of shoulder strap tension is a severe hazard as i attempted to convert britax pinnacle clicktight to booster mode but found that child could loosen their shoulder strap and be sitting in booster mode seat with a loose shoulder strap that is not holding them tight and secure at the shoulder.
