Description of the problem	While riding 11-yr old wrapped seat belt around legs. After van stopped in home driveway, belt was released and retracted, and it's attached to top of van so feet went up in the air--pulls child off the seat and there is no slack for removing legs. After 30 min with mother & 2 neighbors trying to release it, child's feet were turning blue when neighbor found a bolt and loosened it enough to get feet out. Why is there not a clearly marked release button somewhere? If it had been child's head/neck there wouldn't have been time to get scissors to cut it loose without serious injury. Guess scissors should be a necessity in the car now, as it could've happened someplace where scissors weren't available. What a freak accident that you just don't think about.
