Description of the problem	My son, [xxx], hydroplaned in heavy rain while driving on the highway, lost control of the vehicle and hit the concrete median at a high rate of speed. The impact was very hard and involved the front and driver side and sustained heavy damage. The front nor side airbag deployed and therefore his head collided with the steering wheel. He sustained injuries to include a concussion and a torn avar ligament in is neck. His injuries have him incapacitated.
