Description of the problem	Tl*the contact owns a 2007 toyota solara. While driving approximately 35 mph, the contact attempted to accelerate at a traffic light and the vehicle did not move forward nor did the speed increase. When the accelerator pedal was depressed, the vehicle remained in an idle neutral position. The dealer informed the contact that her vin was not a part of any recalls and that she would be responsible for the cost of a diagnostic test. The dealer refused to perform a diagnostic test after the contact agreed to pay the fee. The failure mileage was 27,000. The consumer stated the accelerator would become stuck while driving. As she proceeded to step on the accelerator pedal, the vehicle would move forward, under continuous foot pressure the pedal would get stuck and momentarily stayed in an idled position for several seconds.
