Description of the problem	When driving between 40-45 mph, a vehicle ran the stop sign on a side street on to the street my wife was driving on, and she hit the vehicle broadside. Her safety belt was securely fastened, however the shoulder portion of the belt gave way, and my wife struck the steering wheel with her chest, pinning her wrist in between herself and the steering wheel. The airbags also did not deploy.
