Description of the problem	The rear middle seat lap belt locks while the vehicle is stationary, to disengage the locking of the belt, it has to be totally disconnected from the locking mechanism and totally released back to no passenger position for the lock to disengage. Incident. I had a child in the middle seat with booster seat with the seat belt engaged. When i reached my destination i could not get the child out of the seat belt because it was locked and there was no way to release the belt from the buckle because it was locked and the child almost suffocated because i could release the belt. There was no accident and no reason for the belt to become locked. I had to cut the seat belt with a knife to release the child.
