Description of the problem	Dorel juvenile group child restraint seat - safety 1st summit sold at walmart store palmetto, fl feb 16, 2013. Seat sold new with no owner's manual. Seat back cushion elastic retaining strap slips off. Latch system hold down straps are not routed through frame of seat - instead, they terminate in a "y" configuration to a very thin (half inch) single strap in center of seat.
