Description of the problem	Exiting a highway and taking ramp to enter an avenue, driver lost control of the car turning right at intersection. Front left tire hit the curve side and car rolled over 2 full rolls. Driver and passenger had seat bells on. Car body took strong hits on both sides, posts between side windowsroof, windshield frame, hood. Seat bells never locked down during roll over and none of the airbags deployed. Driver and passenger had head, knees and back injuries. It would be expected the seat bells to lock down and at least the side airbags to deployed. Pictures available at your request.
