Description of the problem	Tl* the contact owns a 2008 lincoln mkz. While driving 33 mph the brake pedal was depressed however, the brake failed to engage quickly causing the contact to rear end another vehicle. No warning lights were illuminated. The contact stated that the brake failure was an on going issue. No injuries were sustained and a police report was filed. The vehicle was taken to the an independent mechanic whom diagnosed the failure as the master cylinder however, the vehicle was not repaired. The vehicle was then taken to a dealer whom stated that the failure was not related to the master cylinder however, a failure cause was not diagnosed. The contact stated recently received notification of nhtsa campaign number: 19v904000 (service brakes, hydraulic) and the vehicle was taken to a dealer where the failure was diagnosed as being related to the recall. However, the parts were not available for the recall remedy. The manufacturer was notified of the failure but no assistance was offered. The contact was upset that the parts were not available for the recall remedy in a timely manner. The failure mileage was unknown. Vin tool confirms parts were not available.
