Description of the problem	While in motion during colder temperatures, my steering wheel becomes stiff and difficult to turn. The stiffness is present at all speeds, but most prevalent at highway speeds. This stiffness eventually fades once temperatures increase or the vehicle has warmed up sufficiently. There was a service bulletin jeep released to fix this issue, and i had it applied last winter, but the issue has returned again. It seems the software fix they had applied is not permanent. This issue is incredibly dangerous as it causes the steering wheel to almost lock up when taking a turn. At times when temperatures are very low, the steering wheel stiffness makes turning on the highway very difficult.
