Description of the problem	Vehicle dies while driving all electrical lights on dash are lit up. Consumer stated after pulling the vehicle into a parking lot vehicle would not start. After 10 minutes vehicle starts, wipers go at full speed and deploy all washer fluid. Check engine light reveled low voltage to the tipm module. Horns sounds while backing up.
