Description of the problem	When filling the gas tank a significant amount of gas spills out simultaneous with the first shut-off of the gasoline pump. Multiple different pumps at multiple different gas stations of multiple different brands do it consistently -- i can no longer rember the last time this did not happen. Manually slowing the delivery rate down to 1% of the normal delivery rate as the tank approaches full can reduce, but only sometimes eliminate the condition. I believe this is an environmental hazard due to the spilled gas. I believe this is a fire risk, as well as a risk to personal property from the splashing gas. I'm told that this is due to a bad valve in the fuel tank that was designed to stop this condition, but that valve sticks. My vehicle has never had any gas over 10% ethanol (unless some gas stations.. Well, you know), and certainly not often (unless, of course, gas stations lie a lot).
