Description of the problem	Horn not working because of clock spring failure. Dealer refuse to replace clock spring based on recall 16v-290 recall date: june 28, 2016. Dealer said that they scanned for codes for air bag failure and did not find any. Though, clock spring has failed and it has disabled the vehicle's horn.
