Description of the problem	During a snow or ice storm as the snow and ice collected on the vent below the windshield it gets in the area where the wiper motor and other mechanical parts are, they then freeze and encase the wiper system in ice causing the wipers not to work. When the wipers are needed as road salt and dirt splash on the windshield they do not work. This causes a very unsafe condition restricting visibility.
