Description of the problem	An unsafe condition is created upon completion of refueling. After pump cut-off fuel spillage occurs on every refueling operation. This condition is unaffected by changing speed at which refueling is performed. This is not due to "topping off," regardless of pump speed, on first pump cut-off spillage occurs. This constitutes wasted money and creates a personal safety hazard as well as an environmental hazard. This has happened on every fill-up for the last several months, most recently today, 29 november 2015.
