Description of the problem	Headrest equipped with active head restraints deployed while driving down a city street, striking the driver in the back of the head, the car was not involved in an accident and no impact occurred that would have caused the deployment. Driver was struck in the head forcefully and was scared by the sudden strike on the back of the head and could have caused an accident had other cars been around. This same situation occurred with the passenger on a separate occasion 2 weeks later.
