Description of the problem	Seat belt fails to retract rendering it useless. The plastic cover on the loop at the b pillar has cracked and binds on the seat belt strap. The part is not replaceable without replacing the entire assembly. This has affected both front seat belts. The vehicle has not been in any accidents or incidents which have stressed the seat belts.
