Description of the problem	Tl*the contact owns a 2007 jeep commander 4x4. On two separate occasions, the third row driver's side seat belt retractor became stuck around the contact's child. The more the child struggled to get out of the seat belt, the more it began to tighten. The child suffered burns to the chest. On both occasions, the child needed assistance to exit the seat belt, which took over 20 minutes. The current mileage was 9,000 and failure mileage was 8,987.
