Description of the problem	Vehicle was parked on a level surface. Upon entering the vehicle i could not pull out the shoulder belt. It was not fully retracted, hanging down 3-4 inches. I could not pull it out after multiple attempts. I drive home for 5 hours and tried multiple times to pull out the seat belt with no success. The next day i tried again multiple times with no success. After driving the truck and reentering i tried the seat belt and it pull out allowing me to engage the sealtbelt it was fully retracting and pulling out. The truck is ten months old with 13,000 miles. I do remember that when i initially purchased the truck the seat belt would completely retract while i was wearing it causing discomfort as i was unable to pull it out.. I would have to unbuckle the belt, let it retract in and then pull it back out. Since it is now working ford is unable to do anything but replace the seat belt if it occurs again.
