Description of the problem	I have a constant issue in temps below 25 degrees which is about 25% of the time in my patrol area. This is a state patrol issued patrol vehicle. Spray nozzle fails to operate. Pump can be heard operating but pressure drops until inop. Checked washer lines, non appear to be frozen. Nozzle does not appear to be frozen either. I have tried all known fixes, lower temp fluid, a fluid "booster", alcohol on nozzle etc. This happens constantly while in motion as i would assume wind chill temps decrease. After letting truck sit for 15 mins or so issue is resolved due to obvious increased under hood temperatures. Within minutes of highway driving and again lower wind chill temperatures problem occurs again. Maybe a freezing pump issue? Dealership stated they had no idea about issue.
