Description of the problem	Windshield washers do not operate below below 25 deg f even if reservoir is emptied of summer fluid and filled with -20 degree f winter fluid at end of summer and purged by running pump before cold weather. Washer pump motor runs when actuated so problem appears possibly check valve or nozzles at cowl. Cowl area cleared of snow and ice. Very angerous visibility condition especially during night driving as windshield remains smeared from other vehicles.
