Description of the problem	The front driver's side seat belt retractor jams and does not keep the upper section of the seat belt tight against the driver's chest. When moving around during normal driving this causes multiple inches of slack to develop and the driver needs to manually pull out on the seat belt and feed it back to remove the slack. The upper mounting loop and the seatbelt itself are clean and not damaged.
