Description of the problem	When pulling out onto the main road from the neighborhood, steering failed (stiff as if no power steering and vehicle propulsion failed (foot on the gas produced no forward motion). Vehicle was quiet. Almost like a stall or as if the vehicle was in neutral, but there was no indication that the vehicle had stalled. Driver turned the vehicle off and back on and was able to resume normal driving. This is the third or fourth incident.
