Description of the problem	As the driver was slowing down to make a right turn and turning the steering wheel to the right, the vehicle would not turn and continued going mostly straight forward. All steering control of the car was lost. The car spun around and came to a rest with one tire facing forward and one facing to the side. The steering rack and pinion metal broke in half while driving.
