Description of the problem	On three occassions now, december 29, 2007, january 19, 2008 and january 20, 2008, the parking brake on my car seems to "freeze". I put the parking brake on because it is a manual transmission and when releasing it, it does not. I am unable to drive the car further than a few feet. I can smell burning rubber and feel the drag on the rear wheels. I can hear it also. This has occurred when the temperature has been below 32 degrees.
