Description of the problem	When putting on my seat belt, the belt locked when pulled out of the retractor. The belt would not pull out far enough to fasten the seat belt. It took about 100 tries of reeling the belt in and then gently pulling it out to get the seat belt fastened. The bmw dealer says the upper belt reel and the coupler mechanism needs to be replaced.
